Police department calls: Repeated 911 calls over unfound trouble lead to arrest

A Keizer woman who repeatedly called emergency dispatchers on Wednesday, May 6, about a spotlight shining into her North Joan Drive home was subsequently arrested for improper use of emergency communication systems, according to Keizer police.

Officers responding to the calls determined the complaint was unfounded. 

“Despite being warned about misuse of the 911 system, the caller continued to call 911 repeatedly about the same issue,” according to Lt. Chris Nelson of the Keizer Police Department. “During the investigation, officers also learned the caller had gone outside and lit a firework in the street while yelling at neighbors.”

Police said they took Constance L. Halligan, 65, into custody.

• In other police action, officers responded on Wednesday, May 6, to the theft of an electric scooter from a bike rack at Whiteaker Middle School. Police found the suspect near the school and recovered the scooter.

Shelley R. Lesher, 46, listed as a Keizer transient, was arrested for theft.

• At about 3 a.m. Saturday,, May 9, police arrested a driver on North Inland Shores Drive for DUII. Officers reported the man gave them a false name and found outstanding warrants under his true name.

Teodulo Flores-Garcia, 41, of Salem, was subsequently also accused of giving false information to a police officer.
