Three people from Eugene have been arrested for attempted murder in connection with the shooting of a Keizer man at his apartment in October, the Keizer Police Department announced Sunday, Dec. 14.
The three face other charges in connection with the Oct. 24 attack on Landon Ostrom, 20, as he answered the front door of his apartment.
Police on Friday arrested:
•Franki Salyers-Livingston, 19, for attempted murder, first-degree robbery, first-degree assault, unlawful use of a weapon and menacing.
• Daniel E. Tijerina, 20, for attempted murder, first-degree robbery, unlawful use of a weapon and menacing.
•Romeo Luna, 20, for second-degree attempted aggravated murder, first-degree robbery, unlawful use of a weapon and menacing.
All three are being held at the Marion County Jail, scheduled to appear in Marion County Circuit Court on Monday, Dec. 15.
Ostrom, a 2023 graduate of McNary High School, was shot in the chest and left with life-threatening injuries. He was encountered at his second-floor unit of the Hawk’s Point Apartments on Northeast McGee Court.
Lt. Trevor Wenning of the Keizer Police Department said in a statement that their investigation “determined the home-invasion robbery was a targeted attack, with prior knowledge of the victim and his possession.” The Sunday announcement said the assailants took “firearms and other personal belongings” from Ostrom’s apartment.
The investigation by Keizer police involved several subpoenas and search warrants and help from analysts from the FBI and the state Justice Department. Detectives from the Salem Police Department and detectives, patrol officers, and SWAT from the Eugene Police Department helped in the searches and arrests.
“The investigation involved evidence gathering and surveillance operations in multiple counties, and led detectives to Eugene,” the statement said.
One gun was recovered, police said.
Ostrom’s mother, Carmen Ostrom, credited an off-duty firefighter and his family with saving Ostrom’s life with medical care when they found him collapsed on a porch not far from his apartment.
Three years ago, state Department of Human Services issued an alert for Salyers-Livingston, saying she was in danger.
“She is suspected to be around the unhoused encampments around the Target in the Hollywood District and the encampments on N Marine Drive in Portland,” the agency said.
She was located a week later but the agency released no other information about her circumstance.
