Keizer land process moves forward for new oil change, car wash

Keizer residents can soon weigh in on whether to change land rules near Keizer Station to allow for a new oil change business and car wash. 

Last fall Oilstop Drive Thru Oil Change and Happy’s Drive Thru Car Wash began considering new locations on the corner of Northeast Lockhaven Drive at Keizer Station Boulevard, near the Keizer Transit Center. 

That would require changes to existing land use rules for that site. 

Specifically, the proposal would require an amendment to a Keizer Station Master Plan to allow two buildings on the 1.42 acre site, a permit for vehicle servicing and a property line adjustment.

The California-based company submitted an application to the city of Keizer for the rule changes and permit, and a public hearing is planned for 6 p.m. Wednesday, July 1. It will be held in the city council chambers at the Keizer Civic Center. 

Scott Hempy, CEO of the allied companies, started the business wanting to focus on customer service. Oilstop first opened in California 38 years ago, and is now spread across 33 markets across the West. The first of eight Happy’s opened in Albany eight years ago.  

The company aims to open the Keizer locations in spring or summer of 2027. 

“We remain very excited to serve the Keizer community with our focus on operational excellence and hospitality,” Hempy wrote in an email. 

In December, the Keizer City Council agreed to sell the property to the company for $1.9 million. 

City Manager Adam Brown said that roughly $1 million of the sale would be returned to the city’s street fund, which was used to purchase the property originally. The rest would go towards a special fund covering the city’s retirement costs.
