Keizer man arrested for public indecency

A 21-year-old Keizer resident was arrested for public indecency in the parking lot at Keizer’s Safeway location Wednesday, Oct. 2.

At approximately 9:45 a.m., Keizer police officers were dispatched to the parking lot of the Safeway grocery store at 4990 River Road North to a report of a man exposing himself to passersby while standing outside his black Chevrolet Blazer.

Responding officers spoke with a witness and based upon their investigation, arrested Lizandro Garcia-Guzman for public indecency.

In a Facebook post to the Salem/Keizer Crime page, a woman reported spotting the the suspect following her around the store. He reportedly did not stop until the harassing behavior until she spoke with a store employee about his presence.

Later in the same discussion thread, another woman reported suspicious behavior and said she drove by his vehicle to take a picture of his license plate. As she did, the man was allegedly masturbating outside his vehicle.

In a subsequent interview with Keizer police department detectives, Garcia-Guzman admitted to exposing himself at the same location on two previous occasions—September 26 and September 29.
