The redistricting legislation passed last year impacted both the federal and local election map for Keizer voters. The city is now situated in Oregon Senate District 11 and Oregon House District 21.
Oregon Senate District 11 – Republicans
Kim Thatcher is a current member of the Oregon State Senate, representing District 13 – a position she has held since 2015. She attended Portland State University and has been the owner/operator of two local businesses: Highway Specialties and KT Contracting Company. She has also worked as an accountant, computer lab technician, construction projects manager, entrepreneur, equipment operator and software developer.
Oregon Senate District 11 – Democrats
Anthony Rosilez is a Keizer resident who currently serves on the city’s Community Diversity Engagement Committee. He earned a law degree from UCLA and has been awarded a Congressional Medal of Achievement. He has worked as a science teacher, a conservationist, a school administrator, superintendent, and instructor in teacher education.
Eric Swenson is an instructor at Pacific University and a small business owner. He received a master’s degree in public administration from Lewis & Clark University. He was taught classes throughout the District 11 schools including as a bilingual instructor with the Salem-Keizer school district. He has also served as the mayor of Woodburn and on boards for the Salem Public Library, Salem Mass Transit, Woodburn Parks, and the Woodburn Budget Committee.
Richard Walsh is a former Keizer city council member and a practicing attorney in Oregon since 1986, who owns his own Keizer-based law firm. Walsh served two terms on the city council and was elected president twice. He is credited with spearheading the establishment of Keizer Rapids Park.
Keizer voters will also be electing a representative to fill the District 21 seat. There are five candidates in this race.
Oregon House District 21- Republicans
Kevin Mannix has a law degree from the University of Virginia and worked as the Assistant Attorney General for Oregon, the territory of Guam, and as an administrative law judge. He worked as a private insurance defense attorney in Portland and also opened his own firm in Salem in 1986, specializing in business and non-profit law. Mannix served in the Oregon House from 1986 to 1996 as a Democrat. He switched parties in 1997. He was appointed to serve out a partial term in the Oregon Senate and was re-elected to the Oregon House in 1998. He was the vice-chair of the Republican Party of Oregon from 1999-2001.
Kyler McNaught was born in Salem and raised in Keizer. He has worked in construction for a roofing company and currently works as a forklift operator.
Oregon House District 21- Democrats
Robert Husseman is a data and financial analyst for Nike and received a master’s in business administration from Willamette University.
Dave McCall is a California native who has lived in the Keizer area for 20 years, where he worked for an armored car service until 2012. He attempted to unseat the District 25 incumbent, Bill Post, in 2018.
Ramiro Navarro Jr. was born in Keizer and served in the US Army from 2008-2011. He attended Chemeketa Community College after his service and has since worked as a veterans program coordinator, peer support specialist, and certified mechanic. He is affiliated with Disabled American Veterans.
