Parks Advisory Board

When they met: Aug. 10, 2010

What they did: Rick Day along with several other board members recommended purchase of a chipper to dispose of debris at area parks. A commercial-grade machine was available for $850, Day said, and he is hoping for donations from either the Keizer Parks Foundation or Keizer Rotary; anything too large for the chipper could be cut into firewood and donated to area charities. The group discussed at length a project to irrigate the dog park at Keizer Rapids Park, with Clint Holland saying the total cost for the project would be between $41,000 and $43,000. The board voted unanimously to recommend spending $19,000 for irrigation at the park. After adjustments, Parks Operations Supervisor Terry Witham said, the splash fountain is working well. The board cancelled their September meeting to join the Keizer City Council on its annual parks tour. They will visit Claggett Creek, Whittam Community Garden, Wallace House, Keizer Rapids and Keizer Station.

Planning Commission

When they met: Aug. 11, 2010.

What they did: Elizabeth Sagmiller, stormwater program manager, discussed new stormwater ordinances as they relate to requirements imposed on cities. She said upcoming steps include completing the Construction Site Pollution Prevention Plan, outreach materials, promotion of the program and finalizing the stormwater ordinance. Sam Litke, senior planner, said the master plan for Area B of Keizer Station would be reviewed at the September meeting. Mark Caillier, a city councilor, urged the commission to address the sign code issue soon. Jim Jacks, a commission member, suggested the city may be able to help residents who live in a flood plain to obtain a discount on flood insurance.

Bikeways Committee

When they met: Aug. 18, 2010

What they did: Public Works Superintendent Bill Lawyer reported all resurfacing work is done, except for the Dearborn/Verda project, and that work on Chemawa Road N. will not start until 2012 due to preliminary work that needs to be done in the meantime. Lighting along Wheatland Road was approved by the public works department and awaits Council approval. Lawyer also said construction of the Keizer Rapids Park boat ramp would start in 2013 if a grant application is successful. The group also discussed a need for bicycles at Boys & Girls Club bike safety classes because many of the children came without bicycles.
